About this deal

Applications will be examined by an international jury composed of distinguished journalists and media experts from the region, which may also include winners of previous editions of the Award. The awarding ceremony will take place during the South East Europe Media Forum (SEEMF) to be held in Tirana, Albania, in November 2023. Since 2004, SEEMO has been publishing De Scripto, a quarterly media magazine for South East Europe. The right to freedom of expression excludes the right to incite violence and discriminate, insult or disseminate hate-related materials. SEEMO campaigns for: Decriminalization of defamation and libel; establishment of financial sanctions for defamation and libel in civil litigation in line with a country’s economic development; and access to Information Legislation. How does SEEMO promote press freedom? Education of young journalists, but also training for journalists and editors are part of the SEEMO work since 2000. They should be reflected in the practical organisation of regional meetings. The EU will monitor the implementation of these arrangements. 9. Both parties and the EU will urge partners to support these arrangements and to assist in their implementation. 10. The regional organisations referred to in these conclusions are existing and future intergovernmental organisations or arrangements whose aim is to promote cooperation or integration in the Balkan region. “Regional meetings” includes meetings of these organisations and also ad-hoc or informal meetings with similar aims. It also includes meetings with EU institutions in the context of the European agenda. 11. These arrangements are adopted on The concept of journalism has been changing with new technologies and the diversification of information sources. SEEMO define journalists as someone who collects and distributes news and other information, cultivates sources, conducts interviews and research, writes, and reports on information and works in print or broadcast media (radio, TV) or news agencies or new media. It includes both permanently employed staff and freelancers / stringers. SEEMO also includes those bloggers who comply with professional journalist ethics and standards of journalism and who disseminate news. The term “journalist” encompasses all forms of journalistic work: news presenters, editors, editors-in-chief, editorial writers, think tank journalism, online journalists, sub-editors, columnists, domestic and foreign correspondents, visual journalists and photojournalists, reporters and persons working for student/school media. SEEMO evaluates blogger-related press freedom problems on a case-by-case basis. The term media worker includes also technical or other staff in a media company and is directly supporting the work of journalists (including translators, fixer etc.). SEEMO and Press Freedom In May 2010, SEEMO organised the first South, East and Central Europe Investigative Journalism Days in Montenegro. The second South, East and Central Europe Investigative Journalism Days were in Serbia in May 2011 with topic "Corruption and Media". The third South, East and Central Europe Investigative Journalism Days took place in Chisinau, Moldova, in 2012. The word Macedonia was always used when it was part of a proper name. For example: Macedonian Radio-Television or XXX Macedonian Association.

In 2006, SEEMO organised a regional conference of media representatives from South East and Central Europe in Vienna. SEEMO organised since 2000 over 30 different workshops and round-tables in Austria. In December 2008 SEEMO organised the conference Public Broadcasting and Private Media in South East Europe in Ljubljana (Slovenia), where general managers of the public broadcasting media and representatives of private electronic media took part. The event was organised with support of Austrian Development Agency (ADA), RTV Slovenia and European Broadcasting Union (EBU). SEEMO has a record of real achievement. Individual journalists and journalists´ associations have noted that in many instances, SEEMO’s pressure was essential in solving problems – from police intervention in a village to a change in media law. SEEMO initiated in 2006 regular country meetings of investigative reporters (first meeting in Opatija, June 2006). SEEMO organised between 2006 and 2020 over 30 conferences and workshops for investigative journalists in Serbia, Bosnia and Herzeogvina, Slovenia, Albania, Bulgaria, North Macedonia, Greece, Romania, Moldova, Montenegro, Kosovo, Hungary, Slovakia, Poland and Ukraine. Additional SEEMO organised 8 workshop for young investigative reporters in the SEEMO region. For receiving additional information about media situation and landscape SEEMO developed questionnaires for members and partners, as also general questionnaires for journalists / other media professionals/ lawyers / media companies / politicians / university professors / students / public persons in one or several countries coved by SEEMO.One of SEEMO’s main activities is protecting press freedom by helping journalists and media outlets in South East Europe. Over 60 per cent of SEEMO’s press releases and letters of protest to governmental and other officials have had positive results in the past. Every SEEMO protest is distributed to leading regional and international media, national and international governmental and non-governmental organisations, politicians, and also public persons and institutions. Freedom of expression includes any act of seeking, receiving and imparting information or ideas, regardless of the medium. In practice, the right to freedom of speech is not absolute in any country and the right is commonly subjected to limitations, as is the case of defamation, slander, assault, calumny, vilification, libel, obscenity and incitement to crime and violence. SEEMO advocates for decriminalisation of defamation and libel. The United Nations Commission on Human Rights ruled in 2012 that the criminalisation of libel violates freedom of expression. It is also inconsistent with Article 19 of the International Covenant on Civil and Political Rights (ICCPR), which states that everyone “shall have the right to hold opinions without interference” and “everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice”. The fourth paragraph specifies the stance of the organisation and includes a quote by SEEMO Secretary General.
